Joyce Riba

Lieutenant Joyce Riba retired from Fresno Police Department (FPD) in July 2010. Her law enforcement career spanned more than 30 years with FPD in Fresno, Calif., with assignments including Patrol Field Commander, Investigations, and a variety of Special Units.

During five years of her tenure with FPD, Lt. Riba had primary responsibility for its Property and Evidence Control Unit, which she completely reorganized and increased staffing from three to 12 full-time positions.

She designed a disposition procedure that included routine review requirements for detectives and implemented a bar code system for all evidence.

FPD honored Lt. Riba with the “Outstanding Achievement Award” at its Major Commendation Ceremony, recognizing her dedication as “above and beyond the normal demands of her duty assignment.”

Lt. Riba also has been involved in several audits of both large and small agencies, assisting in the process to reorganize and ensure best practices are in place. She has written both policies and procedures for several agencies.

Lt. Riba now shares her experiences and expertise with Evidence Unit personnel to help educate and assist in the professional field of Evidence Management.
